Lake Albert is inside the Wagga Wagga City Council area, so the city's rules apply: approval is needed for any living tree 8 metres or taller, native vegetation in a wetland, and any tree on the Significant or Heritage register regardless of size.
A dead tree is exempt only if it's on a lot no larger than 0.2ha. Council also publishes an Undesirable Plant Species list — palms, willows, privet, camphor laurel and others — which can go without a permit at any size. The full rules are here.
